The Council for a Democratic Germany originated in a group of anti-Nazi exiles from Germany which had been formed by Thomas Mann in New York on Nov. 4, 1943. Shortly after, Mann left the group. Paul Tillich took over as chairman and the name "Council for a Democratic Germany" was adopted. The group was sponsored by the American Association for a Democratic Germany.
